Taxacom: Questions of homonymy of three genus names

While experimenting with crosslinking of my Lepidoptera site and 
Catalogue of Life, I ran into problems with some names. Asking opinions 
about these from people in better knowledge of the ICZN rules...



1) Aplotes Chevrolat, 1885 (Coleoptera)

Is this junior homonym of Aplotes Herrich-Schäffer, 1853 or not?

NHM says "Aplotes Herrich-Schäffer, 1853 is "junior homonym"

but, does not actually reveal it (just speculations on Aplota Stephens). 
And, if truly homonym, then the Chevrolat name would be also!

NHM says "Haplota Dunning & Pickard, 1858" is "unjustified emendation".

I guess this trickier issue? "Setia Oken, 1815" is suppressed, but is 
"Setia Meigen, 1829" true original emendation Sesia or just subsequent 
usage of suppressed Oken name?
