[Electronic-LAN] Opposing proposed substation

Well Jeanette, sorry for the outcome at the Planning Commission.  I hope 
you arranged with nearby neighbors to do the protest petition that goes 
to the City Commission.  You have 20 days to get all the signatures and 
submit it to the _City_ Clerk.

I'm attaching the July 2021 version again, but I think the legal 
description on the second page needs to be updated by the County Clerk, 
because Evergy bought additional property.
