Correspondence to the Planning Commission must be sent by _10:00am_ on 
Monday.

Excellent points, Jeanette.  A couple more to add to your list;

  * Evergy has been planning this substation for 10 years (I was told by
    an Evergy person), yet they didn't go public until a year ago,
    _after_ they had bought the land and done all their site design.
  * The substation access road built on a 15 foot tall earthen berm will
    effectively block the Atchison Creek Trail, part of Lawrence's
    priority bicycle network in the Lawrence Bikes Plan, and also in the
    K.U. Campus Master Plan.
