Stephen's comment that " However, the ICZN and the taxonomic community as a
whole seems to be entirely incapable of achieving a sensible view on this,
so it will no doubt remain messy for the foreseeable future" implies that
it should be capable. Trouble is, what is a 'sensible view' of anything is
quite elusive, especially when dealing with non-totalitarian organizations
or contexts. Only under totalitarian rule do things not remain messy -
because one is either right (alive) or wrong (dead). That's how it's always
been in human history.
