Taxacom: Subspecies PROBABLY described

I'm inclined to agree with Doug and Francisco that this name *could* be considered unavailable under Art. 15.1.  On the other hand, one *could* also argue that the "n.ssp." over-rides any potential of "stated reservations" due to some interpretation of "vozmozhno".

My general approach to ambiguities in the Code (i.e., cases where the application of the Code could be plausibly argued in more than one way) is:
1) When in doubt, do whatever promotes stability of nomenclature.
2) When in doubt *and* stability of nomenclature is not an issue, then assume a name is available unless clearly recognized as otherwise.

In this case, it seems to me that #1 favors treating the name as unavailable due to Art 15.1.
