Taxacom: Subspecies PROBABLY described

I generally agree, but there is some ambiguity with respect to Art 15.1, because the word "probably" does not necessarily indicate conditionally (although one could argue that it does).

But Art. 16.4.1 applies only to names proposed after 1999, so doesn't have bearing on this particular example (1981).
