[Taxacom] Just checking - effective publication in botany - "early view" example...

Presumably this has something to do with "on record"
"on the record", "for the record", used by officials
when saying something to journalists that is official,
and to be quoted.

As opposed to "off the record", said informally, and
not to be quoted.
