You are mistaken! Very much so. If a significant number of "the public" wanted to read the stuff, then yes, but they don't. They don't understand the stuff, and they have no say in what exactly gets funded by their money (grant boards make those decisions). Effectively, under open access they are paying twice for the same research. Think about it ..
