[Taxacom] names for non-existing species

Would A.A. Girault's 1924 Homo pernicosus be available?
He gave a very detailed description of the "business woman" as Homo perniciosus in his tirade against such things.
The fact that one could argue it was meant for the permanent scientific record is it is in the same work as some new Hymenoptera taxa he proposed. The title of the work: "Homo perniciosus and new Hymenoptera".
The dilemma faced here is the Code says names are unavailable if they are in a work that was not meant for permanent scientific record. What happens to names that are perfectly fine and WERE meant for the permanent scientific record but one name in the work is declared unavailable? It seems this might be throwing the baby out with the bathwater. If the work itself is declared not for the permanent scientific record then ALL the names it in are unavailable, including those new Hymenoptera. Such as Davincia arboris, Phaneratoma coccinellae, Austromira muironi, Aphilinus wullumbillae, and few more.
So then, are all the names available from that work? or are they all unavailable? -- or can some be and others not? I'm thinking Homo perniciosus is an available name since it meets all the criteria to make it available according to the Code (for names proposed prior to 1931).
