If time perhaps we will also have nominations for committees for the 2018-19 academic year; we have a number of promotion cases to handle so we'll need these committees in place sooner rather than later.

Below is the summary of the three key points we discussed and directly address PJs questions.

There are three general questions regarding the "Intelligence and National Security Studies" proposal for POLS.



First, who will teach these four new courses? The courses will be taught by outside faculty who are subject matter experts. The grant will pay for these instructors for the first five years and then the College will cover the post grant salaries. So this will not draw from our faculty to teach new courses.



Second, who will get the credit hours for these courses? These will be POLS courses and POLS will receive the credit hours. This should benefit the department.



Third, who will administer the program?  The College has hired a specific point person to administer "Intelligence and National Security Studies".  This will reduce the burden of program administration for POLS.

Colleagues, I am wondering if we need to have a faculty meeting in January concerning approval of a new certificate and related courses.

Please weigh in by 20 December and let me know if you approve, have minor questions, or believe we should meet to discuss this.

Proposal: Creation of a new certificate in POLS called "Intelligence and National Security Studies"

Requirements: Four proposed new courses: POLS 125 Introduction to Intelligence and Statecraft; POLS 130 US Intelligence Community; POLS 325 Intelligence Analytics; and POLS 345 Counterintelligence. Students enrolled in the certificate program are also required to participate in 1) a study abroad semester program or, 2) participate in 20 hours of campus activities
which have an intelligence/national security focus, or 3) take an elective course from this list:

POLS 677: U.S. National Security Policy
POLS 675: Russian Foreign Policy
POLS 678: Chinese Foreign Policy
POLS 661: Politics of the Middle East
POLS 652: Politics in Europe


Background: A KU team has been granted a 5 year award to establish this program as part of a Defense Intelligence Agency's (DIA) Intelligence Community Centers for Academic Excellence (IC CAE) grant. The goal is to set up a certificate, then a minor, and then a major after 5 years. For the first 5 years the grant will fund the instructors for the courses, as well as a partnership with two smaller schools in Kansas.

Eventually the program would have an internship pipeline towards permanent careers in the intelligence community. Several Universities around the country have done this.
