No, nothing *ever* has to be unanimous. The Code itself is adhered to by 
consensus, and very visibly *not* unanimous. Ironic case in point, 
lepidopterists do not adhere to the Code. Many individual taxonomists 
reject various Code provisions, or publish names or opinions in 
contravention. If a majority comply, that's enough.

We cannot ask for anything better than consensus, and consensus is 
VASTLY superior to dictatorship.
