Taxacom: A new genus described instead of making nomen nudum available

"... and describe a new genus *Neobirsteiniamysis* Hendrickx & Tchindonova,
2019 in Hendrickx et al. (2020)".

If the new name was proposed in the work of Hendrickx et al. (2020) but its
authorship is to be attributed to Hendrickx & Tchindonova, how is it
possible that the taxon name has a different date (2019) than the date of
the publication in which it was proposed (2020)?
