Hi Andriy,
One option - if it is difficult to publish the additional materials to a suitable free journal - is to use Figshare to publish the data files and provide a link from the paper. See this example, but maybe use a better name that Data Paper Data Paper:

Dear taxacomers,
I have developed a shapefiles with geomorphological and phytogeographical
divisions of Ukrainian Carpathian Mts. Now I would like to publish a
datapaper together with these shapefiles, so everybody could use them for
their biogeographical studies.
This work was not financially supported, so it would be great to publish my
outcomes for free or for some small charge.
Could you recommend any good journal for my purposes?
I am considering about Oryx (https://www.oryxthejournal.org/), but not sure
whether they accept datapapers and whether they support publishing of
additional materials (i.e. shapefiles).
