[Taxacom] Type species from unavailable genus name

It makes no difference to the citation of type species for genus B.

 What I missed from the code was obviously a
 possibility of unintentional
 validation by
 monotypy that is done between 1931 and 1999. Let me check
 possibilities of some diagnosing with monotypy
 within this time frame.
