Daniel,
The economics of spending one's own money is very different to that of spending other people's (public) money. If an employee of an institution is under pressure to bring in overheads, then getting as many grants as possible and spending as much of it on open access fees (to avoid being overloaded with work) is a possible scenario.

How is the fact that you
have to pay per page published an incentive to
write as many pages as possible, compared to
not having to pay per page?
