One point to consider. Publishing is business. It is NOT free, nor will be in the future. A successful journals needs to have a business model to last.
There are many different business models. So you have to find one journals that serves you. If you do not find it, you have to start looking into changing the system, become a member of a society that allows you to publish, talk to your government.
The costs is not a specific issue (neither peer review) of open access. It is an issue that spans over the entire spectrum of publications.
So, don't blame OA for something that is part of the system. Spend your energy to create a system that suits you. OA at least offers you (the reader) open access, which the others don't.

$US500 for one paper is not a fee waiver, it's a lot of money for a biologist in a in a level 2 country. And what about retired workers in the first world?
