$250,000 to $500,000 research budget'. This is true in the rich countries,
but I was specifically talking about the low income countries that the film
clip referred to. This sort of budget would be beyond the wildest dreams of
a researcher there.

Some open access journals give 'cheap' rates for poorer countries. PLoS one
for example charge 'level 2' countries e.g. Fiji 'only' US500 a paper. Say
you publish 3 papers year, that's $1500 a year, which is more than my
entire annual research grant when I was working there 8 years ago.
