[Taxacom] Thesis and new species

"Obtainable" does probably not mean that after having obtained it you must
have the legal right to possess it. You can order a copy in a public
library, or a public interlibrary loan system, and then obtain and read
it, and afterwards return it. The idea behind the Article was probably not
that people should personally possess something, but that people have
access to information.

Recently in many German universities students can submit electronic files
of their Ph. D. theses, these do not meet Art. 8.1.2.
