[Taxacom] Thesis and new species

Thats not completly correct. In many German thesis you 
find a disclaimer, but it is a personel issue if you do 
that or not and not a requirement. Anyway, I think that in 
many cases they meet Art. 8.1.2. as you find original 
copies of thesis in many libaries and can be obtained from 
your home libary. So, you have to check every single 
thesis and there is no general rule for that.
