[Taxacom] Automated registration of new taxa just realized

Dear Stephen,

Right - all I wanted to say is that the act of publication and final
publication details (e.g., date of publication, final issue number,
pagination etc.) are confirmed to ZooBank electronically, on the day of
publication.

In other words, the post-publication step of the workflow can be described
as "recording of the publication act at ZooBank".
