[Taxacom] Not news: Latin scholarship statistically zero

Art. 11.3 rules that for being available, a name may be derived from
Latin, and that it may also be an arbitrary combination of letters. An
incorrectly or unusually formed Latin word may either be regarded as a
word derived from Latin, or if it is too incorrect to be regarded as a
Latin word, then as an arbitrary combination of letters.

It would be easier to regard all specific names that are not declineable
Latin adjectives, as arbitrary combinations of letters.
