Just because something is made available for free does not mean that it is
proper (or legal) for someone else to copy it for profit. As an example,
Zootaxa (and other journal) authors receive a .pdf of their papers. These
they can freely distribute to colleagues. They may not, however, allow
anyone to copy them for profit.
An unstated element in this thread is that Nabu reprints are often of poor
quality and sometimes lack plates, etc. That, of course, has nothing to do
with the legitimacy of their actions.
