my experience with my last three requests (last one 4 years ago)
Request 1:  no answerRequest 2: no answerRequest 3: reply received 2 months later. They requested additional information.

Sorry but for those not under some institution life is not so rosy. I have also heard the same comparison to speeding, naive comes to mind.

In Spain a permit is needed indeed. And it is given easily if you ask for it. Not at every province, by far. Simply, by each autonomous region --Scotland or Flanders, for example. No problem whatsoever. It is true that you are requested what species and how many, but you can always mention a series of families and give a rough estimate. Nobody will set a limit unless the species are actually protected.  Of course you can collect without a permit, just as you can drive at whatever speed on the highway. Until you are caught. Rather stupidly, I would say. Best,Cristian

In Spain a permit is necessary but never given, not to mention that the permit requires a that a list of species sampled be given a priori and the date and locality. This permit must be repeated for each province. Hence nobody bothers.
