[Taxacom] taxonomy, collecting and permits; nagoya protocol

I haven't seen this yet on this listsever, but it ought be known since it
reflects a relevant change regarding collecting of specimens.
On October 29, 2010 the Nagoya Protocol on Access and Benefit Sharing
(NAGOYA PROTOCOL ON ACCESS TO GENETIC RESOURCES
AND THE FAIR AND EQUITABLE SHARING OF BENEFITS ARISING FROM THEIR
UTILIZATION TO THE CONVENTION
ON BIOLOGICAL DIVERSITY) as part of the CBD follow-up has been adopted and
is now open for ratification of the parties (countries). At the moment that
there are 50 signatures, it will enter into force.
This all is UN talk, but it has (better had so far) a great effect on how we
operate. Here is the relevant article:
ARTICLE 8
SPECIAL CONSIDERATIONS
In the development and implementation of its access and benefit-sharing
legislation or regulatory requirements, each Party shall:
(a) Create conditions to promote and encourage research which contributes to
the conservation and sustainable use of biological diversity, particularly
in developing countries, including through simplified measures on access for
non-commercial research purposes, taking into account the need to address a
change of intent for such research;
