[Taxacom] US Government Policy on Scientific Collections

Hi Scott, It's been a while....

It is an upbeat message to see this Policy's three recommendations be pressed into action items:

"This memo provides deadlines by which agencies should implement the following three recommendations."

But, this skeptic asks, "So what are the consequences to the agencies if they fail to implement the recommendations --especially the "should ... fund" part ?".

Do they have their budgets frozen for the duration ?

Do they have their directors taken to the wood shed for remedial guidance ?

... ?
