[Taxacom] Put a limit on number of submissions

Actually, most days it probably will be zero.  Three is the maximum I'm
allowing myself in a single day.

Why?  Well, as I said, for the reasons Pierre outlined in his recent post
(limiting myself to save time; spend more time reflecting on and/or
researching an issue before commenting; etc.).

Why three? Because three is what it (evidently) used to be.  And three
allows me to comment on up to three different threads -- which is the
maximum I think I've ever participated in on a single day.  But I think,
above all, as I learned in my youth: three is a "magic number"
