[Taxacom] Shared Ownership of Biological Resources

One of the issues that was raised recently, centred on the SARS virus

an issue that relates to human health.

This would be also true of any biological material needed to identify  
pathogens/invasive species.

A paper has been published dealing with a limited example of trying to  
keep type material of prokaryote species "in circulation" without  
infringng the issue of "ownership". All very tricky:
