This looks like something of a reversal: almost surely there is a 
conceivable circumscription of any group so that it is monophyletic.
Therefore, a question that would be more to the point is which 
circumscription of Pteridophyta would render it "monophyletic indeed"? 
As I understand it (which is not all that far) it is required to 
treat Equisetophyta as being Pteridophyta, if the latter group is 
to be monophyletic. I would say that this will not be automatically
welcomed by the public at large as being "right".
