[Taxacom] Phylogenetic Classification?

Under subscription information, the journal website says "It is our goal to provide the on-line contents of the World Wide Web Journal of Biology free of charge to all users. We will, however charge a fee for subscriptions to the CD-ROM archive version of the journal. The details of the CD-ROM release are currently being worked out. More information concerning subscriptions will be available here soon."
Therefore it appears that the new species names are not available.

The World Wide Web Journal of Biology
Slight morphological differences were noted, and chromosome number
varies somewhat, so it's not quite exclusively sequence based.
I haven't searched thoroughly, but it's not immediately evident that
the journal exists in official paper copy. The names may therefore not
be legal.
