Hmmm....Was the following paragraph added to the blog post later?

"In contrast to these attempts the Bacteriological Code (ICNB) has an effective registration system that has been in place for nearly thirty years. All bacteria names have to either be in the Approved Lists of bacteriological names published in 1980 or published in the Journal of Systematic and Evolutionary Microbiology."

It was there when I read the blog, which was sometime close to the
time Brian posted

Having had many, many spirited discussions with Roger on this topic,
I can attest that he certainly is aware of and fully understands the difference.

Neverheless, Francisco has a point, the blog does not show an awareness
of the distinction. Ultimately the blog states that (somewhere in the
foreseeable future) machine-readable barcodes will define recognisable
groups of organisms, which will be named by machine-readable labels.
The ICBN and ICZN are portrayed as ruling bodies which will have to be
forced to get with the times and solve all the existing problems in
taxonomy (preferably yesterday), or be swept into oblivion.

Roger: I've left a comment on the blog itself.

Apparently, this did not appear?
