[Taxacom] Peer reviewed online publication

Is there something like a peer reviewed repository (or journal) of electronic 
publications on taxonomy related matters? I mean a place where a 
document would be made freely available once it has been examined and 
accepted by a  competent committee.  An example of that sort of document 
could be a longish catalog of annotated plant specimens.
