Unless there is a mandate, little is happening in the way we disseminate our
publications, that is, it will not change, and the necessary infrastructure
will not come into existence. The experiences so far show, that we
scientists do not make a move voluntarily either.

Calling upon the EU to do something does not preclude doing what you
suggest, which I only can support the warmest.

The petition is the wrong way round!

Instead of calling on the European Commission to do something,
it should say  we the undersigned will do something
- viz. make our manuscripts available to all, in open access
archives, immediately after journal publication, and we
invite everyone else in receipt of public funding for their
research to do the same.
