[Taxacom] New regulations in Brazil

Dear Colleagues,

This message intends to clarify the news about the regulations concerning the authorization for collecting and the biological collections in Brazil.

As you have already read in Taxacom list the new regulations were discussed for a long time with the scientific societies, researchers and the government. It was a great advance in the relationships between the academy and the government (mainly regarding to the problems we had to the access to genetic material of scientific research). Also the new regulations will allow getting the authorizations in an objective and faster way using the internet. 

When the regulations were published, however, we could realize that some of the requests made by the academy and some of the agreements were not considered completely. According to IBAMA (Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis) some of them could not be accepted by the juridical staff working for the government.

On Monday the scientific societies met in São Paulo at SBPC (Sociedade Brasileira para o Progresso da Ciência -  Brazilian Society for the Progress of Science) to analyze the regulations and to the discuss the impact on research of accepting them in the way they are.

For a while, the SISBIO (Sistema de Autorização e Informação em Biodiversidade) that is the program for authorizing the collecting at internet is not operating.

As soon as we have other news we will be sending them to the community.
