code compliance (was: TurboTaxonomy?)

In regard to this observation, which I assume to be true in general, I
may have mentioned in an earlier posting the troubling question of
holotype access that I cam across in exploring the subject of human
origins. I learned that in two instances the discoverers of holotype
material were denying access to individuals who are seen to hold a
different view about the significance or that material. 

I had never heard of anything like this before in any other subject
area. Does anyone on this list have insight into whether this is a
widespread (if not common) practice? I understand (and perhaps someone
could verify) that access to holotypes is required under taxonomic
codes.
