Digital archive software

I'm looking for software that will allow me to archive photo print and color slide material in an easily accessible digital format, the goal being to lose as little resolution as possible when the image is displayed in digital format.   The other important characteristic is to be able to have a separate window or place in which to annotate the image, much like a collection label, and have this information readily accessible as an addendum when the image is displayed on the computer.   I know that this can be done on the MAC as a standard procedure with the "info" option but I'm looking for something that will work for the PC.  Any info would be most welcome.
