From a practical perspective, for someone in government service, I would
recommend you follow the classifications and circumscriptions embodied in
USDA/ARS Technical Bulletin 1796, "Families and Genera of Spermatophytes
Recognized by the Agricultural Research Service" by C. R. Gunn et al. (1992).
