How about "add a new designation to the record", with
date/authority/etc, so that the history of designations is
retained with the record (with the sequence)?
"Changing", in the sense of "replacing" (and relegating the old
designation to the circular file) would be less than appropriate
also. That's not likely the meaning Doug intended (knowing him),
but I think it should be more explicitly stated that a history
of designations should be carried in the record.
