authors names in ICBN

I do not believe this is covered by the ICBN, but neither style of
citation is incorrect. One might argue that citing the species author is
unnecessary, as the taxon in question is the infraspecific one. The ICBN
itself omits the species author in such citations (e.g., Rosa gallica var.
eriostyla R. Keller under Art. 46 Ex. 1) but some publications include it
(e.g., Flora of China).
