authors names in ICBN

I remember a thread sometime back dealing with authors names for sub-specific
botanical taxa.  I remember that the consensus of the list that for a
varietal name, the author of the species name did not have to be listed.

for example Trillium erectum variety alba SomeNAme would not be listed
as Trillium erectum L. variety alba SomeName.

I just gave the Tokyo code a quick glance, and did not find a specific
reference to this.  Is there a specific article of the ICBN that deals
with this, or was the consensus just "personal opinion?"
