Easy publication

        After the last run of posts I feel this question is fitting.
        Why is it not written into the rules that govern nomenclature that any
new publication of a taxon or revision must be peer reviewed on order to
be recognized. In herpetology it is becoming more commonplace to see
revisions and new descriptions in such publications as 'Reptiles' and
'Reptile and Amphibian magazine' which are popular pet trade magazines
which I believe is not too much different than self publication.
