[Electronic-LAN] Presentation from 8/18 meeting (infill compromise)

Good afternoon all,
I was given the opportunity to present an idea I've been kicking around on
potentially reaching a compromise over the thorny subject of infill
development. In a nutshell, the proposal aims to capture some of the value
created by more financially productive development (which would otherwise
be distributed across the city) and reward neighborhoods according to the
degree they are open to evolution.
