[Taxacom] Acceptability of countries as a criterion for taxonomic collaboration

I recently had an instance of having to decline a collaboration where I
would have led a taxonomic analysis for a moth species. But I could not
meet the requirement of being required to treat a particular country as
being part of another country. I wonder if any other folk have had this
kind of experience? For my taxonomic and biogeographic work, I treat
countries as political status quo, regardless of whether I might agree or
not with what may or may not be included, not as what particular countries
might aspire to include. In this case I indicated to the colleague that I
would be happy to give feedback on the species description and
identification if they are able to do the dissection and other
morphological work without my formal involvement as a co-author.
