[Taxacom] Just checking - effective publication in botany - "early view" example...

It may be an imperfect situation, but when is it ever perfect? Even when
there was print only publication there was the extensive problem of journal
issues being published in different years to their print date, and all
sorts of other confusions that have sometimes taken decades to sort out,
and maybe not even that as a final determination in some cases.
