[Taxacom] Obtaining file of level 2 divisions of countries

Wikipedia has these at https://en.wikipedia.org/wiki/ISO_3166-2 with
links to each individual country. Hard to know how authoritative or
up-to-date they are, if you want the authoritative version it looks like
you would have to buy the standard from ISO.
