[Taxacom] IF satus

Could someone please remind me about the situation regarding the IF status
of journals. I recently received notice from a Zootaxa  editor about
being stripped
from its IF due to self-citation of 23.5%. I have an article with self-citation
at 36.8% which is unavoidable given that there are < than 5 people working
consistently on the group in question. I have been asked to reduce the
citations if possible, but I thought that the IF restriction was lifted in
which case it's not of concern. Enlightenment would be helpful here.
