The restriction may be due to this, relating to Google's existing
digitization from back when they digitized all they could get hold of:
>From Hathi "The digital images and OCR of this work were produced by
Google, Inc. (indicated by a watermark on each page in the PageTurner).
Google requests that the images and OCR not be re-hosted, redistributed or
used commercially. The images are provided for educational, scholarly,
non-commercial purposes."
I'm not sure exactly how that works with Hathi or if I'm interpreting it
correctly, but it's an extra category in their copyright restriction
explanations (got a yellow box around it for emphasis).
Several volumes of this series are freely available for download via
Googlebooks.

Hathi as the only place for some item can be very frustrating, but at
least they record items nicely and you can see what library the
digitisation came from.
