I suspect that Paul was joking about copyright.

Hathi Trust’s web site is very clear that the material is in the public domain; they make no false claims of copyright. But if the Trust restricts access, it is within its rights to do. I cannot imagine why it would, though. Perhaps they are trying to save on ISP or hosting costs, or are just being mean.

Their mission statement as I read it says that they do what they do for the benefit of their ‘partners’, not for the public good.

I’ve never heard of “IP rights” before, but it could be a European thing. I seem to remember that in the US, simply making a digital copy of something does not constitute “creative expression” and therefore does not create any new copyright. Europe with its “sweat of the brow” philosophy could be different.
