Hello Paul,
Since the Ruggiero of Ruggiero et al's 2015 paper "A Higher Level
Classification of All Living Organisms" (on which you are a co-author) is
or was intimately associated with ITIS, one would hope that higher
classification issues like this would already be on their "to do" list and
should be actioned at some point (I guess others from ITIS can comment
further if they read your post).
