[Taxacom] North American flora types

Many new taxa were described in the North American flora and in the volume
I'm interested in (1907) the authors designate a holotype with a collector
and collector number. However, they don't mention where the specimen is
deposited. In this case there are several possible types in different
herbaria. One of these specimens has been annotated at a later date that it
is the holotype and another annotation on the same specimen suggests it is
not (http://sweetgum.nybg.org/science/vh/specimen_details.php?irn=740487).
Tropicos seems to have decided that this specimen is the holotype (
http://www.tropicos.org/Name/23701364), but I can't see how they reached
this conclusion, presumably just from the annotation.
In this case I suspect a lectotype should be formally selected. However, I
wonder if perhaps I'm overlooking a note somewhere in the North American
flora that would indicate where all the holotypes are held for this series.
This sort of case must be common for the taxa described there.
