In BHL we can see the original note https://biodiversitylibrary.org/page/13980545 referred to by the card in Richmond’s index.

A bit of googling suggests that this became "Ploceus velatus lineolatus” at some point (https://avibase.bsc-eoc.org/species.jsp?avibaseid=9D0AF00CABD55016).

Ah, take a look at https://www.biodiversitylibrary.org/page/14485417 where it’s listed as a synonym of Ploceus velatus uluensis
